Non-Governmental Organization

Offering non-formal education, short courses/courses.
The cooperation between various NGOs, learning and training institutions, business and the Government must be given a structural character.

Government

Ministry of labor, Technological Development and Environment: Set up of a LMI system is needed for the analysis of the number of job seekers, the analysis of the potential growth sectors, identifying the actions necessary to develop the potential growth sectors.
Ministry of Education: equal education opportunities must be offered to various groups, promote Education for All and Lifelong learning, learning opportunities and seamless articulation of formal education, as well as the non- and informal education.

Union

Trade union by company, group of companies, by sector. These have to work on building the relation with ILO.
The movement of the trade unions will have to motivate the employees, to continuous upgrade and train themselves, to keep track of the new technological developments and to apply these within the Organization, aiming at the competitiveness of the organization.
The trade union movement will also motivate the employers to place training permanently in their organizational structure. Together with the workers they will identify potential training and give employees the opportunities to participate.
